District Council

What IS the District Council?

There are two types of District governing bodies: the District Council, and the District Executive Committee (DEC).
These two institutions have complementary purposes, actions, perimeters.

If you are a District Officer – Area Director, Division Director, or Core Team Officer, you will be part of both DCM and DEC.
If you are a Club President or Vice President Education, you have a fundamental role, taking decisions through your vote at the District Council Members (DCM) meeting.

On this page, we will try to keep you updated as precisely as possible with the DCMs, through the publishing of their minutes.

Thus as you might have understood, this page will introduce to you how concretely the District is run.
So Governing is the main issue here.

The District Council serves as the administrative governing body of the District, operating with powers delegated to the District council by the Board of Directors of Toastmasters International. The District council conducts all business of the District, assumes responsibility for the payment of all debts incurred in the presentation of District council meetings and other District functions, and does not assess or impose any financial obligation on any club or member of a club.

District Council Member Meetings

The District Council holds at least two regular meetings during each year. In District 59, both meetings are held in September and a couple of weeks before the start of our District Conference. (Until further notice, DCM meetings are online.) Notice of any regular meeting is sent in writing to all District Council members at least four weeks in advance. The agenda is sent two weeks in advance.
