District Council Meeting (25-April-2026) Proposal | District 59

District 59 is preparing the annual District Realignment proposal for the 2026–2027 Toastmasters year. This proposal will be presented to the District Council for review and vote at the upcoming District Council Meeting.

Annual District Alignment is an important Toastmasters process intended to ensure that Areas and Divisions remain balanced, compliant, sustainable, and positioned for future growth. As communicated earlier, the District Realignment Chair ( Mr. Arnout Nederpelt, DTM, PDD) was appointed to lead this process in close coordination with the District Trio, with Division Directors expected to review their structures, consult within their Division Councils, and provide data-backed recommendations.


Purpose of the Proposal

The objective of this realignment process is to:

  • Support fair and manageable workloads across the District

  • Strengthen club quality and member support

  • Take into account renewals, club strength, and chartering opportunities

  • Prepare a transparent and informed proposal for District Council consideration


Process Followed

The District leadership has worked through the Realignment Chair, who collaborates closely with Division Directors to gather structured and strategic input.

Division Directors play a central role in the process by:

  • Reviewing their division structure

  • Leading discussions within their Division Councils

  • Engaging Area Directors and clubs as needed

  • Providing clear, data-backed recommendations

Area Directors contribute valuable local insights through Division-level discussions. In specific situations where additional alignment is required, further dialogue at the Area level may be facilitated to support clarity and consensus. These are considered supportive measures within the overall process.

The process includes validation of data, consultation within divisions, review of risks and opportunities, and preparation of a structured recommendation for the District Council.


Steps/Key Milestone

  • Realignment Chair to connect with Club Growth Director and Division Directors

  • Division Directors to consult Area Councils and gather inputs

  • First draft proposal to be submitted for review

  • Final report to be published before the District Council Meeting

  • District Council to review and vote on the proposal

These milestones were set to ensure that the District Council receives the proposal with enough time for informed consideration before the vote.


Leadership and Responsibilities

The District assigned the following responsibilities for this process:

  • Overall Lead: Realignment Chair

  • Final Approval: District Director

  • Website and Publication: District PR Manager and IT manager

  • Deadline Tracking and DCM Communication: Assigned district officer

  • Data and Assumptions: District leadership support team including core team

  • Strategic Inputs: Division Directors (with Area Director input through Division structures)

The District Executive Committee (DEC) supports the process by reviewing the proposal, providing strategic input, and ensuring alignment with District goals and Toastmasters policies before it is presented to the District Council.


What District Council Members Should Know

The realignment proposal is intended to help District 59 remain effective for the coming Toastmasters year. It is a strategic exercise that affects how clubs are grouped, how Areas and Divisions are supported, and how the District prepares for future growth.

District Council members are encouraged to review the final published report carefully before the meeting.
